Sustainable Procurement in the UK and EU Countries
Sustainable procurement can be defined as all issues regarding policy through procurement. Public procurement strives to help to achieve all objectives of a given policy. This paper will analyze the effectiveness of sustainable procurement in the UK and EU countries.
How effective is sustainable procurement in the UK and EU Countries
The sustainable procurement in the UK is consistent with regard to the procurement rules set by the EU and this consistency enhances the effectiveness of sustainable procurement. Ever department has a lead policy that function s or aims to achieve the set objectives using effective ways. Examples of these lead departments are the Department for education and skills whose role is to promote adult basic skills and the Department for Environment Food and Rural Affairs whose role is to promote green issues. The availability of these lead departments has proved to be an effective way of achieving the set objectives to enhance sustainability (Great Britain: Department for Environment, Food and Rural affairs, 2005)
The other effective way of promoting sustainability is seeking guidance from Office of Government Commerce (OGC). OGC functions in helping the lead departments with sustainable procurement and this makes the sustainable procurement more effective. The OGC Functions in advising the departments on the ways they can employ to achieve a sustainable procurement conforming to the Government’s Value for money policy and the rules of the EU (Farnworth and mike, 2009).
Effectiveness of sustainable procurement can only be achieved if the sustainable procurement is compatible with the efficiency agenda. The OGC Functions as an advisory board to ensure that sustainable procurement is in line with efficiency agenda (Erridge, Ruth and John 2001).
